Journal Bundle Policies 2010+

1. Wiley and Blackwell journals :
  • License status: New 3 year ('10-'12) NERL offer for one license, access, and content arrangement for all Wiley/Blackwell titles with NO shared collection provisions
  • Content: Roughly the same number of titles as we had in each separate arrangement with Wiley and with Blackwell by maintaining subscriptions to our currently subscribed titles (called "Core") and subscribing to what they call the "Full" collection, which is the rest of the available Wiley/Blackwell titles for a lump sum fee, much lower than the subscription price of those titles (Some Wiley/Blackwell titles are not available due to publishers NOT allowing Wiley to include these in a package arrangement)
  • Price increase: about 2% more than we paid last year for Wiley and Blackwell separately as long as we meet deadlines for early direct payment and the cancel allowance; 4% cap on increase each year
  • Cancellations: 2.5% cancellation allowance that we need to take now = $16,122.43 1.5% cancel allowance for subsequent years of the contract
  • Swapping titles: 5% swap allowance means that if you want to subscribe to a new title, you can swap out a currently subscribed title, and our allowance is about $32,536.00
  • Access to current and back issues: Current issues journals we cancel now will NO LONGER be accessible in 2010 even in the "Full" collection of titles; back issues for subscribed journals that were accessible in the packages in the past will still be available. We can always reinstate a title subscription as needed BUT it will be at list price as is any new title coming into the package.
  • Opt-in title policy: Wiley offers an "opt-in" option to have free access to newly added titles, with notification at the point when these require a subscription. We will accept all the "opt-in" titles (see link to list below) and inform bibliographers when a subscription is required, and at what price. Wiley will set prices based on usage.
  • We subscribe at the "Core subscribed" plus "Full" collection level, which gives us the 4% price increase cap on all collections and is better for us right now than downsizing to subject collections but we may reconsider that as needed.

2. Elsevier ScienceDirect journals

  • License status: Adjustments to our existing 5 year contract for the next 4 years '10-'13) of the contract:
  • Content: currently subscribed journals plus the rest of the titles available on the ScienceDirect platform through a package; the non-subscribed title list is now called the "Freedom Collection" and is available for a flat rate with an annual 5% increase. The "Freedom Collection" is NOT tied to NERL library subscriptions (our NERL deal USED to be based on that but is no longer; the concept of a "Unified Title List" of shared subscriptions has gone away).
  • There is a new option to have fewer of those non-subscribed titles based on usage, called the UTL-800, UTL-700, or UTL-600 options (see link below), and these were developed based on usage, so they include the highest use titles in the aggregate by NERL institutions.
  • (Exclusions to Elsevier titles available in a package include the Cell Press journals. )
  • Price increase: about .5% more than we paid last year as long as we take the cancellation allowance and pay early; 4% cap on increase for 2010, 5% caps for 2011,2012 and 2013
  • Cancellations: 3.5% cancellation allowance, all of which may be taken in 2010 if a library chooses and we want to do now=$43,357.53 OR spread out over 4 years. Early payment will accrue interest claculated at the LIBOR (1.35% last week) minus an administrative fee.
  • We took the whole cancellation allowance in December 2009.
  • Swapping titles: no allowance but you can swap subscriptions as long as the newly subscribed title costs about what the cancelled title costs; has to be done once a year before August
  • Access to current and back issues: Current issues of journals we cancel now will be available via the "Freedom Collection" for the contract time period. We can always reinstate a title subscription as needed. Back issues are available for any title for which we had a subscription, for the years of the subscription.
  • We subscribe at the full Freedom collection level

3. Springer journals:

  • License status: Adjustment to our existing 3 year contract '09-'11
  • Content: currently subscribed journals by any NERL participant plus "non-subscribed" content plus new titles (for a fee) and titles transferred into the Springer package from these sources: 1. former publisher subscriptions which are added to the base value, and 2. unsubscribed transfer titles, those which have no NERL subscription.
  • Price increase: 1% more than we paid last year as long as we take the cancellation allowance; price increase cap of 3%, slightly lower if we buy a lot of Springer ebooks
  • Cancellations: 2% cancellation allowance, all of which needs to be taken now for 2010= $9643.14
  • Swapping: the license doesn't address this
  • Access to current and back issues: Current issues of journals we cancel now will be available either via the shared NERL subscription or in the non-subscribed content; we can always reinstate a title subscription as needed. Back issues are available for any title for which we had a subscription, for the years of the subscription. New titles or titles transferred in are also accessible.

4. Oxford University Press

  • Base Value Model - minimum fee. Sliding scale 1st yr. surcharge for non-subscribed based on total number of subscriptions added to initial value.
  • Multi-year agreement (4 years).
  • 4% price cap per year. 3% for 2010, 4% for 2011.
  • Elimination of duplicate subscriptions from base.
  • Annual aggregate "Young Journals" fee divided equally among participants.
  • Print may be ordered directly from agent.
  • NERL invoices the base value to participating institutions each year. No subscriptions need to be maintained. NERL will provide annual list of title, coverage, urls for accessible as well as a list of titles excluded from this consortial collection.
